Introduction

Dexis Consulting Group is seeking a Strategic Consultant to support business development and capture efforts for upcoming opportunities with the U.S. Department of State’s Bureau of Global Health Security and Diplomacy (GHSD).

This senior advisory role is ideal for a professional with deep experience in federal global health programs, particularly within the U.S. Department of State or USAID, who can provide high-level strategic insight, stakeholder engagement, and relationship management expertise.

Key Responsibilities

• Provide strategic insights into the priorities, organizational structure, and operations of the Bureau of Global Health Security and Diplomacy (GHSD).

• Advise Dexis leadership on client engagement strategies and positioning for global health security and diplomacy opportunities.

• Identify and facilitate introductions to key stakeholders, including senior GHSD officials and contract implementers.

• Validate opportunity parameters, scope, and customer expectations for upcoming solicitations.

• Participate in capture strategy sessions and serve as a trusted advisor throughout pre-solicitation, capture, and bid phases.

Qualifications

Required:

• Minimum 5 years of experience with or supporting the U.S. Department of State or USAID.

• Deep understanding of the Bureau of Global Health Security and Diplomacy (GHSD) or its predecessor offices.

• Proven relationships with GHSD personnel and current contract implementers in global health or operational services.

• Strong understanding of federal global health contracting processes and acquisition strategies.

• Excellent communication, discretion, and professionalism in client-facing settings.

Preferred:

• Prior experience advising capture or proposal teams targeting U.S. State Department contracts.

• Demonstrated success supporting business development or technical partnerships in federal health programs.
