This consultancy sits within the Division of Human Resource Management (COR/HRM) under the Directorate of Corporate Services and Operations (COR), which ensures a modern, people-focused HR strategy that supports organizational excellence.
The HR Policy and Employee Relations Unit (COR/HRM/PEO/PER) develops and interprets HR policies, provides advice on employee relations, and ensures the organization’s internal justice system upholds fairness and due process.
Project Context
UNIDO seeks a Senior Health Insurance Specialist to perform a comprehensive review and assessment of the organization’s global health insurance plans for staff. The consultant will benchmark UNIDO’s existing schemes against best practices and market trends, evaluating both fully insured and self-insured models.
The resulting report will provide recommendations for optimizing plan structure, sustainability, cost-effectiveness, and coverage—ensuring UNIDO’s health insurance remains equitable, competitive, and financially sound.

Minimum Requirements
Education
-
Advanced university degree (Master’s or equivalent) in Human Resources, Law, Public Health, International Management, Business or Public Administration, or a related field.
Experience

Minimum 10 years of professional experience in social security, health insurance, insurance brokerage, or benefits administration.

Demonstrated expertise in global health insurance markets and policy frameworks.

Proven record in designing and implementing large-scale insurance plans in international or corporate settings.
Languages

Excellent written and spoken English required.

German knowledge is an advantage.
