Introduction
The International Rescue Committee (IRC) is seeking a dedicated Home Study Case Manager to support its Home Study and Post-Release Services (HSPRS) program for unaccompanied children across the United States. This role plays a vital part in ensuring children’s safety and wellbeing as they transition from federal custody to community-based care, helping them and their sponsors access the resources they need to thrive.

Program Overview
The Home Study and Post-Release Services (HS/PRS) program ensures the safe placement of unaccompanied children released from federal care to sponsors and provides ongoing case management after release. The program operates nationally and focuses on child safety, family stability, and community integration.
Key Responsibilities

Conduct home studies to assess sponsor suitability, including interviews with children, sponsors, household members, and ORR care provider staff.

Perform in-person home visits to evaluate the living environment and ensure compliance with ORR standards.

Complete detailed home study reports and provide timely recommendations, often within tight deadlines.

Develop individualized service plans to address children’s safety, emotional wellbeing, and access to community support.

Provide post-release services as needed, including in-person follow-ups at 14, 90, and 180 days to monitor progress and stability.

Conduct mental health assessments and partner with crisis support staff to implement safety plans when required.

Connect children and sponsors to essential services such as education, healthcare, legal aid, and family counseling.

Maintain accurate, confidential records in case files and IRC databases.

Collaborate with local service providers to strengthen referral networks and community-based support systems.

Serve as a resource for new staff by providing mentorship, training, and case consultation.

Travel frequently (up to 70%) to conduct home visits and assessments.
Leadership Responsibilities

Co-facilitate case staffing meetings when the supervisor is unavailable.

Review post-release reports in the supervisor’s absence.

Support onboarding and shadowing for new team members.

Participate in leadership and professional development trainings.
Qualifications and Requirements

Education: Bachelor’s degree in Social Work, Psychology, Sociology, Education, or related behavioral science field required.

Experience:
-
At least 2 years of case management experience, including 1 year working with unaccompanied children under the Office of Refugee Resettlement (ORR) or in an HSPRS program.

Experience conducting home studies and writing professional assessment reports.

Knowledge of child welfare, kinship care, and family preservation practices.

Skills:

Bilingual proficiency in English and Spanish required.

Strong knowledge of local community resources and social service systems.

Excellent communication, analytical, and organizational skills.

Proficiency in Microsoft Office, Teams, and Zoom.

Ability to work independently, prioritize tasks, and manage complex caseloads.

Other Requirements:

Must pass Office of Refugee Resettlement (ORR) background checks (including FBI fingerprinting and Child Abuse/Neglect clearances).

Valid U.S. driver’s license and access to an insured, reliable vehicle.

Ability to work flexible hours, including evenings and weekends.

Private, dedicated workspace for remote work.

Working Environment

Fully remote position with frequent travel (approximately 70%).

Non-traditional work hours may be required to accommodate sponsor and child schedules.
