Introduction
UN Women is seeking an experienced Evaluation Consultant to support its Independent Evaluation Service (IES) in conducting high-quality, gender-responsive evaluations that enhance accountability, inform decision-making, and promote learning across the organization. This full-time consultancy offers an opportunity to contribute directly to advancing gender equality and women’s empowerment at the global level.
About the Organization
UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, works toward eliminating discrimination against women and girls and achieving equality as partners and beneficiaries in development, human rights, and humanitarian action. Its Independent Evaluation Service (IES) evaluates UN Women’s work to ensure accountability, strengthen learning, and guide strategic decision-making in line with UN and UNEG standards.
Key Responsibilities

Lead and Support Evaluations: Conduct and support impartial, independent evaluations and synthesis reports in line with UN Women Evaluation Policy and UNEG standards.

Quality Assurance: Apply rigorous evaluation methodologies—including quantitative, qualitative, and mixed methods—ensuring alignment with UNEG Norms, Standards, and Ethical Guidelines.

Stakeholder Engagement: Promote ownership and participation among stakeholders, aligning evaluations with national systems and fostering learning.

Reporting and Knowledge Management: Prepare evaluation reports, communicate findings to senior management, and organize workshops and discussions to disseminate results.

Action and Follow-Up: Liaise with project and program managers to ensure evaluation recommendations are implemented and monitored.

UN Coordination: Support gender-responsive evaluation coordination within the UN system, including secretariat functions for the UN-SWAP Evaluation Performance Indicator and joint evaluations with other agencies.

Corporate Support: Assist in developing synthesis products, rapid assessments, and quality assurance of IES-led evaluations.

Expertise in evaluation design, methodologies, and reporting.

Proven experience conducting gender-responsive and rights-based evaluations.

Knowledge of Results-Based Management and evaluation planning tools.
Required Qualifications

Education: Advanced university degree in evaluation, social sciences, or a related field (or a first-level degree with relevant experience).

Experience:
-
Minimum 7 years of professional experience conducting complex evaluations in development, coordination, or normative areas.

Proven record of managing evaluations and producing quality reports.
-
Demonstrated expertise in gender equality, human rights, and program evaluation.

Experience with UN Women’s mandate or UN system evaluations is an asset.

Languages:

Fluency in English required.

Fluency in French and/or Spanish (or another UN language) is an asset.

Work Schedule: Full-time, remote

Payment: Monthly, based on satisfactory completion of deliverables

Supervision: Reports to the Chief of the Independent Evaluation Service (IES)

Working Hours: Must be available for meetings aligned with New York time zone
