Introduction

The International Telecommunication Union (ITU), the United Nations specialized agency for information and communication technologies, is seeking to establish a roster of consultants to support global and regional initiatives in capacity development and digital skills advancement.

The consultants will contribute to ITU’s mission of connecting the world by developing training content, conducting digital skills assessments, and delivering learning programs that strengthen human capacity for digital transformation.

Key Responsibilities

Depending on the assignment, consultants may:

  • Conduct research and analysis on capacity development and digital skills strategies.

  • Develop and update training materials for both instructor-led and self-paced courses, including syllabi, presentations, quizzes, and manuals.

  • Deliver online or in-person training sessions following ITU Academy quality standards.

  • Provide strategic input to ITU’s digital skills frameworks, policies, and approaches.

  • Support project design, implementation, and coordination with internal and external stakeholders.

  • Contribute to digital capacity needs assessments and methodological improvements.

  • Conduct monitoring and evaluation of capacity-building initiatives, including impact studies.

  • Produce reports and summaries on digital skills gaps, learning outcomes, and emerging trends in capacity development.


Deliverables

Specific deliverables will be defined in individual Terms of Reference for each consultancy assignment and may vary depending on the context and priorities of ITU’s Projects, Partnerships & Digital Skills Department (PPS).


Required Competencies

  • Strong understanding of the telecom and ICT environment.

  • Expertise in digital skills frameworks, strategies, and national policy development.

  • Excellent research, analytical, and presentation skills.

  • Familiarity with e-learning platforms and instructional design principles.

  • Strong communication and writing abilities.

  • Proven ability to manage priorities and work effectively with teams across cultures.


Qualifications

Education:

  • Advanced university degree in Telecommunications, ICT, Digital Technology, Education, Management, International Development, Economics, Engineering, Political or Social Sciences, or a related field.

  • A diploma from a recognized institution of equivalent level may be accepted.

Experience:

  • Minimum of 5 years of progressively responsible experience related to capacity building, digital transformation, or ICT development.

Languages:

  • Advanced knowledge of English required.

  • Knowledge of another ITU official language (Arabic, Chinese, French, Russian, or Spanish) is an advantage.


Remuneration

  • 5–6 years of experience: USD 230–360 per working day

  • Above 7 years of experience: USD 280–430 per working day
