UNICEF seeks a qualified consultant to produce reports, policy briefs, and scorecards for tracking progress in foundational learning under the RAPID framework. This initiative aims to address learning poverty and support education system improvements globally.


Responsibilities

The consultant will:

  1. Data Collection and Analysis:
    • Refine and implement RAPID monitoring survey tools.
    • Analyze and visualize data collected globally, including country-level RAPID response progress.
  2. Reporting and Scorecards:
    • Develop global reports, country scorecards, and thematic snapshots on foundational learning.
    • Prepare detailed briefs for selected countries (e.g., Rwanda, Egypt) and regions (Africa, Asia-Pacific).
  3. Advocacy and Communication:
    • Host webinars and events to disseminate findings and promote the RAPID framework.
    • Support the development of advocacy materials to communicate results.
  4. Key Deliverables:
    • March 2025: Two country briefs (Rwanda, Egypt).
    • May 2025/2026: Updated Equitable Financing Index with a focus on foundational learning.
    • September 2025/2026: Finalized RAPID global reports and scorecards.
    • November 2025/2026: At least three webinars hosted annually.
    • December 2025/2026: Advocacy materials and thematic reports completed.

Qualifications

Education:

  • Advanced degree (Master’s) in Education, Statistics, or related social science disciplines.

Work Experience:

  • At least 7 years in monitoring, evaluation, research, or assessment of learning and skills.
  • Proficiency in education databases, statistical software (e.g., R, SPSS, STATA), and Excel (macros preferred).
  • Demonstrated experience producing high-quality reports and briefs.

Skills:

  • Strong analytical and communication skills.
  • Familiarity with foundational learning, equitable financing, and early childhood education.

Additional Information

Financial Proposal:

Candidates must submit:

  1. A breakdown of costs for each deliverable in USD.
  2. Travel costs and other estimated expenses (if applicable).
  3. Availability confirmation.

Conditions:

  • Payment based on satisfactory submission of deliverables.
  • Consultants are responsible for visa and health insurance if required.

U.S. Visa Requirements:

Non-U.S. citizens may need a G4 Visa or Green Card and related documentation for employment.
