Position Overview
IISD is hiring a Senior Consultant to lead research, analysis, and engagement efforts related to the just transition of Mexico’s oil and gas sector. This strategic role supports long-term system change, addressing the environmental, economic, and social implications of Mexico’s energy future while promoting alignment with climate and development goals.
Key Responsibilities
Research and Analysis

Develop and contribute to analysis on equitable oil and gas phase-down pathways in Mexico

Review national forecasts and regulatory changes affecting the fossil fuel sector

Examine domestic demand projections and corporate investment strategies

Analyze fiscal and policy levers, including subsidies and tax treatments

Identify legal and systemic barriers and enablers for clean energy investments
Stakeholder Engagement

Lead engagement with policymakers, regulators, Pemex representatives, and civil society

Cultivate trusted relationships and represent IISD in national and international forums
Strategy and Outreach

Identify leverage points for IISD and partners to promote long-term energy reform

Design and implement stakeholder processes that center Mexican leadership and priorities
Candidate Requirements
Education and Experience
-
MSc or MA in public policy, energy economics, natural resource management, or related fields
-
8–10 years of experience in public policy, energy transition, or political economy
-
In-depth knowledge of the Mexican oil and gas sector and energy system
-
Experience in stakeholder engagement, policy analysis, and systems thinking
Technical Skills

Proficiency in both Spanish and English

Strong analytical and writing abilities

Experience with quantitative and qualitative data analysis

Familiarity with economic modeling and project economics preferred

Direct experience with Pemex or related entities is an asset

Publications in policy literature or academic journals is a plus
