Job Profile

The Regional Program Portfolio Manager (RPPM) plays a critical role in supporting RI’s country offices in Africa and Asia—including South Sudan, Sudan, Chad, Afghanistan, Pakistan, Iran, Philippines, and Myanmar. This position focuses on both program development and grant management, offering continuity from proposal design through to implementation and reporting.

The RPPM works under the Regional Program Director and collaborates with regional directors, finance, awards management, and other support functions to ensure effective program execution. This is a dynamic and fast-paced role requiring autonomy, flexibility, and a proactive mindset.

Field travel is expected to provide capacity building, monitoring, and surge support during humanitarian emergencies.

Key Responsibilities

Program Development

  • Support program design for both solicited and unsolicited opportunities.

  • Lead and coordinate the proposal development process, including writing, budgeting, and submission.

  • Ensure proposals align with donor regulations, internal policies, and partnership requirements.

  • Maintain up-to-date records of proposal pipelines and development timelines.

  • Foster evidence-based program design and conduct design workshops with country offices.

Program and Grants Management

  • Guide country teams on project cycle management in line with RI’s Program Management Framework.

  • Monitor implementation using project management tools (DIPs, budgets, procurement plans, M&E).

  • Support compliance and close-out processes; contribute to donor reporting with high-quality content.

  • Coordinate grant modifications and ensure reporting deadlines are met.

  • Participate in project review and risk analysis meetings to identify gaps and needed support.

Risk Management

  • Mitigate risks in program design, donor compliance, and partnerships.

  • Ensure alignment with RI’s policies on cost-sharing, due diligence, and cost allocation.

  • Track risk factors and raise alerts on underperformance, under/overspending, or implementation delays.

Communication and Representation

  • Act as a point of contact for donors and participate in donor meetings and calls.

  • Represent RI at external meetings and share updates internally.

  • Develop capacity statements, country profiles, and briefings for business development.

  • Keep RI’s Africa & Asia intranet page up to date and collaborate with global communications teams.

People Management

  • Directly supervise the Regional Program Officer.

  • Provide coaching and mentorship to program teams.

  • Promote strong teamwork and collaboration among program and support departments.

Ethics and Safeguarding

  • Uphold RI’s Code of Conduct, safeguarding, and ethical behavior standards.

  • Ensure compliance with reporting mechanisms and safety protocols across programs.

Person Specification

Education:

  • Bachelor’s or Master’s degree in International Development, Humanitarian Studies, Management, or related field.

Experience:

  • Over 5 years of experience in proposal development and grant management.

  • Proven success with donors like USAID-BHA, PRM, ECHO, and UN agencies.

  • Strong skills across all phases of the program cycle.

  • Experience working with cross-functional and multicultural teams.

Skills:

  • Excellent communication and interpersonal skills.

  • Strong analytical and budget management abilities.

  • High attention to detail and ability to multitask under pressure.

  • Proficiency in Microsoft Office, particularly Excel, Word, and PowerPoint.

  • Willingness to travel internationally.
