Project Overview

Starting in October 2024, RI will implement the Livelihood Component of the Promoting Digital Birth Registration in BARMM project, supported by UNHCR and JICA, in collaboration with CFSI and UNICEF. The component targets 25 Sama Badjau communities in Sulu, Basilan, and Tawi-Tawi, aiming to enhance access to economic opportunities through partnership with local government units (LGUs).


Position Summary

The Project Coordinator will provide overall leadership and technical oversight for the implementation of the livelihood development activities. The role involves coordinating with local stakeholders, UN partners, and community leaders to ensure timely and culturally appropriate delivery of project interventions.


Key Responsibilities

1. Leadership and Management

  • Lead monthly updates, quarterly reviews, and adjustments to project plans.

  • Maintain and utilize the Project Implementation Tool.

  • Coordinate with internal RI departments (HR, Security, Finance, etc.) to ensure smooth operations.

  • Identify and mitigate project-related risks.

  • Monitor the well-being of staff, volunteers, and beneficiaries.

2. Stakeholder Engagement and Representation

  • Establish working relationships with local government bodies and indigenous groups.

  • Promote project acceptance among Sama Badjau leaders and barangay LGUs.

  • Facilitate resource mobilization and collaboration from government and private actors.

3. Coordination and Communication

  • Align and synchronize activities with other BARMM project components (UNHCR, CFSI, UNICEF).

  • Maintain responsive communication with implementation partners.

  • Ensure coordinated and timely project delivery across target sites.

4. Technical Guidance

  • Lead the identification and design of Quick Impact Livelihood Projects for Sama Badjau communities.

  • Contribute to learning modules focused on aqua-marine livelihoods, climate adaptation, and economic resilience.

  • Support LGUs in drafting medium-term livelihood plans for Sama Badjau inclusion.

5. Accountability and Reporting

  • Report directly to the Country Director.

  • Collaborate closely with the Senior Communications and Training Coordinator.

  • Liaise with the UNHCR implementation team.


Required Qualifications

  • Bachelor’s degree in Fisheries, Marine Sciences, Anthropology, Community Development, or Business Management.

  • Minimum 5 years of experience in community development; prior work with Sama Badjau communities is a plus.

  • At least 5 years in project coordination or management.

  • Strong knowledge of aqua-marine livelihoods and market linkages.

  • Based in or resident of Tawi-Tawi or Basilan.

  • Ability to converse in Sama Badjau language is strongly preferred.

  • Alignment with RI’s safeguarding and protection principles.
