Role Overview

The Program Officer, Pre-Arrival will oversee key pre-arrival activities for the Reception and Placement (R&P) program, funded by the U.S. Department of State’s Bureau of Population, Refugees, and Migration (PRM). This includes allocations, assurances, transfers, and travel for both in-person and virtual services. The position reports to the Director of Initial Resettlement.


Key Responsibilities

  • Lead and coordinate pre-arrival operations: allocation, placement, assurances, travel, and capacity.

  • Deliver trainings on IRIS, START, and ETO databases, and resettlement protocols.

  • Maintain clear, up-to-date guidance and training materials for national and local staff.

  • Act as liaison with the Refugee Processing Center and Resettlement Support Centers.

  • Monitor compliance with PRM standards and data accuracy requirements.

  • Analyze trends, support proposal development, and contribute to case reconciliation and reporting.

  • Respond to technical assistance requests and provide consultation to partners.

  • Collaborate on budgeting and process improvement initiatives.


Qualifications

Required:

  • Bachelor’s degree; Master’s preferred in Social Work, International Affairs, or related field.

  • Minimum 5 years’ experience in refugee resettlement, particularly in pre-arrival processes.

  • Experience in training, program monitoring, and technical assistance.

  • Strong knowledge of U.S. Refugee Resettlement Programs and PRM guidelines.

  • Skilled in Microsoft Excel, databases, budgeting, and data analysis.

  • Excellent written/verbal communication and problem-solving skills.

  • Ability to work independently and collaboratively across global teams.


Work Environment

  • Fully remote position (U.S.-based).

  • Occasional domestic travel (up to 10%).
