Background

UN Women’s Regional Office for Arab States (ROAS) supports 17 countries across the region to advance gender equality and women’s empowerment. The office is implementing a Strategic Note (2022–2025) with a strong results framework and is preparing the next Strategic Note for 2026–2029.

Monitoring, reporting, and partnerships are critical to achieving ROAS’s vision and strategic results. This consultancy will support high-quality reporting, monitoring compliance, and strategic partnerships development, including donor engagement and resource mobilization.


Key Responsibilities

Under the supervision of the Regional Strategic Planning Specialist, the consultant will:

Monitoring and Reporting

  • Review and ensure quality of donor and internal reports from ROAS, Country Offices (COs), and National Project Presences (NPPs).

  • Support implementation of ROAS’s monitoring plan in line with corporate standards.

  • Provide capacity building to strengthen monitoring/reporting across the region.

Strategic Partnerships and Resource Mobilization

  • Contribute to development and implementation of a resource mobilization strategy.

  • Provide technical support to enhance donor intelligence and donor engagement.

  • Support capacity building for partnerships in both the RO and COs.


Required Qualifications

Education

  • Master’s degree in development studies, data analysis, public administration, gender studies, or related fields.

  • A bachelor’s degree with 2 additional years of experience may be accepted in lieu of a master’s.

Experience

  • Minimum 5 years of progressively responsible experience in monitoring, reporting, programme implementation, and partnerships/resource mobilization.

  • Experience in gender equality, women’s empowerment, and human rights is an asset.

  • Prior experience in the UN system and/or Arab States region is preferred.

Languages

  • Fluency in English is required.


Core Competencies

  • Results-based management and strategic planning

  • Excellent written and oral communication skills

  • Deep knowledge of gender issues and the Arab States region

  • Familiarity with UN procedures and results reporting systems


Contract Modality

  • Home-based consultancy

  • Occasional mission travel to the Regional Office or field locations may be required
