Job Overview

FHI 360 is hiring a Monitoring, Evaluation, and Learning (MEL) Advisor to lead and manage MEL activities under the STRIDES Activity (Strengthening Infectious Disease Detection Systems). This includes developing MEL systems and tools, analyzing data for accountability and impact, supporting in-country teams, and positioning the Activity as a thought leader in MEL.


Key Responsibilities

  • Design and implement MEL systems, tools, and processes aligned with STRIDES objectives and USAID expectations

  • Ensure data-driven project accountability through regular tracking, analysis, and reporting of MEL indicators

  • Lead the development and execution of learning activities and knowledge-sharing across teams

  • Support country-level MEL plans and ensure alignment with global health security and donor priorities

  • Oversee MEL staff and subcontractors in HQ and field offices; build MEL capacity and ensure high-quality service delivery

  • Supervise development of data visualization, evaluation products, and strategic recommendations

  • Engage stakeholders including governments, donors, and partners to support MEL goals and compliance

  • Ensure data quality and consistency across reporting channels

  • Contribute to publications and MEL best practices to enhance FHI 360’s thought leadership


Required Qualifications

  • Master’s degree in international development, public health, MEL, or related fields

  • At least 12 years of experience in MEL, with managerial responsibilities

  • Demonstrated ability to design and manage MEL systems for multi-country, donor-funded projects

  • Experience with data analysis tools such as SPSS, Stata, Tableau, PowerBI, or Epi Info

  • Proficiency in both qualitative and quantitative research methodologies

  • Experience in capacity-building and staff development

  • Fluency in English; knowledge of French, Spanish, or Russian is an asset

  • Strong project management, leadership, and communication skills
