About the Role

Mozambique continues to face recurrent climate shocks and displacement due to conflict, resulting in ongoing and complex humanitarian needs. IOM Mozambique has been actively promoting the localization agenda through the Rapid Response Fund (RRF) and its broader programming.

To further institutionalize and formalize this approach in alignment with the Grand Bargain commitments and IOM’s global framework, IOM Mozambique is seeking a consultant to support the development of a dedicated localization strategy. The selected consultant will provide strategic guidance and develop deliverables that align with IOM’s five-pillar framework.

Responsibilities

  • Support IOM’s Localization Focal Point (Grants Unit) in leading the strategy development process.

  • Conduct a comprehensive desk review of internal documents, including RRF design, donor strategies, and government plans.

  • Undertake key informant interviews (KIIs) with a variety of stakeholders such as local CSOs, UN agencies, INGOs, IOM staff, and donors.

  • Deliver two primary outputs:

    • Situation Analysis Report assessing current localization practices (internal use only)

    • Localization Country Strategy Document aligned with IOM’s five-pillar framework

Tasks

  • Review existing localization initiatives, including the Rapid Response Fund (RRF).

  • Analyze key frameworks including IOM’s 2024 Global Localization Framework.

  • Map local and national actors engaged by IOM Mozambique.

  • Conduct and document stakeholder interviews.

  • Develop a workplan and methodology within three working days of contract start.

  • Participate in review meetings with IOM Mozambique and HQ as needed.

Performance Indicators

  • Submission of a clear work plan within 3 working days.

  • Delivery of two high-quality outputs by the end of September 2025.

  • Alignment with IOM’s five-pillar framework.

  • Utility of the strategy as assessed by internal and HQ reviewers.

  • Evidence of robust stakeholder engagement.

Qualifications

  • Advanced degree in humanitarian affairs, international development, social sciences, or related field.

  • Minimum 2 years of experience with localization strategies, humanitarian policy, or partnerships.

  • Experience with IOM or similar UN agencies, ideally in humanitarian contexts.

  • Familiarity with donor localization priorities (e.g. USAID, FCDO, ECHO).

  • Proven ability to synthesize qualitative findings into actionable strategies.

  • Fluency in English required; Portuguese is an asset.

  • All work to be completed remotely; no travel required.
