Background

This role is situated in the Office of Audit and Investigations (OAI), which provides internal audit and investigative services for UNDP. OAI ensures accountability by addressing misconduct, including procurement fraud, corruption, sexual misconduct, and abuse of authority, while adhering to international investigative guidelines.
The Policy, Quality Assurance, and Special Investigations Unit seeks a skilled professional to ensure high-quality investigative reporting and provide advisory support.
Duties and Responsibilities
Primary Tasks:
- Quality Assurance and Review:
- Review draft investigation reports for accuracy, coherence, legal sufficiency, and compliance with templates.
- Ensure evidence citations are accurate and complete.
- Provide proofreading and editorial services, aligning with UN editing standards.
- Policy Development:
- Develop and update policies on misconduct, including addressing Sexual Exploitation and Abuse (SEA).
- Legal and Advisory Services:
- Offer legal advice during investigations.
- Liaise with internal and inter-agency panels on key topics, such as sexual misconduct.
- Documentation and Recommendations:
- Deliver high-quality, tracked draft reports with actionable recommendations.
- Provide inputs to improve report quality and investigative processes.
Institutional Arrangement
The Specialist will report to the Investigations Advisor and work closely with the Policy, Quality Assurance, and Special Investigations Unit.
Deliverables
- Thoroughly reviewed and edited draft reports.
- Advisory inputs for quality enhancement.
- Timely legal advice and research outputs as needed.

Qualifications
Education:
- Advanced degree (Master’s) in Law, Investigations, Business Administration, or a related field.
- Bachelor’s degree combined with Bar examinations or law enforcement training may be considered with additional experience.
Experience:
- Minimum of 7 years (Master’s) or 9 years (Bachelor’s) in relevant fields, including:
- Conducting complex investigations.
- Drafting and editing legal documents.
- Providing legal advisories.
- Experience with UNDP or UN investigative procedures is an asset.
Languages:
- Fluency in English is required.
- Working knowledge of another UN language is desirable.
Travel Requirements
Travel may be required for business purposes. Costs for tickets, lodging, and terminal expenses will be reimbursed according to UNDP policy.
