Organizational Setting
The Regional Office for Europe and Central Asia (REU) of the Food and Agriculture Organization (FAO) is responsible for addressing regional priorities related to food security, agriculture, and rural development. It provides technical and policy guidance while supporting capacity development and resource mobilization.
The incumbent will contribute to the implementation of the LEADER approach in Montenegro, which aims to prepare the country for effective implementation of the EU rural development policies, fostering community-led local development strategies.
Reporting Lines
The specialist will work under the supervision of the FAO Assistant Director-General and Regional Representative for Europe and Central Asia. Close collaboration will be maintained with FAO REU Land Tenure Officer/Lead Technical Officer, FAO Montenegro office, and other national and international experts.
Technical Focus
- Develop preconditions for the implementation of the EU LEADER approach in Montenegro.
- Strengthen capacities at national and local levels to align with EU rural development standards.
- Support the preparation of Local Development Strategies (LDSs) and related policy frameworks.
Key Tasks and Responsibilities
- Policy and Technical Advice:
- Provide guidance on harmonizing national policy and legislation with EU LEADER standards (IPARD III context).
- Capacity Building:
- Design and conduct a training needs assessment and develop capacity-building programs for national authorities.
- Conduct field visits to pilot Local Action Group (LAG) areas to integrate local insights.
- Support Strategy Development:
- Facilitate the preparation of baseline assessments and LDSs for pilot LAGs.
- Contribute to the development of an Operational Manual for LEADER implementation.
- Collaboration and Events:
- Participate in national-level workshops, meetings, and events, both physically and online.
- Reporting and Follow-Up:
- Prepare mission reports and provide feedback on project progress.
Minimum Requirements
- Education:
- Master’s degree or higher in fields such as Rural Development, Economics, Public Administration, Development Studies, or related disciplines.
- Experience:
- At least 5 years of experience providing technical assistance related to the LEADER approach.
- Proven expertise in working with governmental bodies, local communities, private sectors, and NGOs on rural development.
- Language Skills:
- Fluency in English (oral and written).

Technical and Functional Skills
- Experience in implementing LEADER approaches both within and outside the EU is highly valued.

- Proficiency in local languages (e.g., Montenegrin) is considered an asset.
