The Opportunity

PSI is building a roster of Health Systems Strengthening Consultants to support its country programs and the Health Systems Accelerator (HSA) in delivering strategic, high-impact contributions toward Universal Health Coverage (UHC). Assignments are short-term, focused on supporting country teams to develop, align, or expand health systems strategies, proposals, and implementation models.

This is a chance to work with PSI teams and Ministries of Health across Africa, Asia, and Latin America on areas such as health financing, mixed health systems, private sector engagement, and health security.


Key Responsibilities

Depending on the task order, you may contribute to one or more of the following:

1. Health System Landscaping

  • Conduct desk reviews and stakeholder interviews.

  • Analyze health financing structures, private sector integration, PHC performance, self-care frameworks, etc.

2. Strategy Operationalization

  • Translate PSI’s global and country-specific strategies into implementation roadmaps.

  • Support country teams in engaging ministries and positioning PSI in sector reform dialogues.

3. Workplan and Budget Alignment

  • Align ongoing projects and available resources to new health systems priorities.

4. Proposal and Investment Case Development

  • Draft concept notes, proposals, and investment cases for HSS programs.

  • Support business development efforts for HSA and country offices.

5. Evidence Generation

  • Conduct assessments and case studies to evaluate and document impact of HSS efforts.

6. Knowledge Products

  • Create briefs, presentations, and reports highlighting PSI’s HSS work and innovations.

7. Capacity Building

  • Develop and deliver training content on HSS topics such as private sector engagement, health security, and financing models.


Qualifications

  • Education: Advanced degree in Public Health, Health Economics, Health Financing, or related field.

  • Experience:

    • Minimum 10 years in international development, including 5+ years in health systems reforms.

    • Strong experience engaging with government health sectors.

    • Experience in institutionalizing health programs and scaling systems within public frameworks.

    • Proven experience with major donors (USAID, FCDO, Global Fund, etc.).

  • Skills:

    • Strategic and analytical thinking.

    • Excellent writing, presentation, and facilitation skills.

    • Strong interpersonal communication and stakeholder engagement.

    • Ability to manage multiple deliverables in complex environments.

  • Languages:

    • Fluency in English.

    • Additional fluency in French, Spanish, or Portuguese is a strong asset.


Contract Structure

  • Type: Indefinite Quantity Contract (IQC) valid for one year.

  • Assignment Format: Individual Task Orders issued as needed.

  • Details per Task Order: Scope of work, deliverables, level of effort, and duration.
