Together, UNEP and UNOPS are implementing a large-scale climate resilience project in Timor-Leste, funded by the Green Climate Fund (GCF), aimed at strengthening the country’s early warning systems and climate information services.
Project Overview
Project Title: Enhancing Early Warning Systems to Build Greater Resilience to Hydro-Meteorological Hazards in Timor-Leste
Budget: USD 21.7 million
Duration: 5 years
Beneficiaries: 1.03 million (approximately 80% of the population)
The project aims to enhance Timor-Leste’s ability to monitor, forecast, and respond to climate-related risks by investing in multi-hazard early warning systems, institutional capacity building, and risk communication tools. The project contributes directly to global frameworks including the Paris Agreement (Article 7), SDG 13 (Climate Action), SDG 3 (Health), and the Sendai Framework for Disaster Risk Reduction.
Key Responsibilities
1. Technical and Institutional Support

Provide strategic technical assistance to project partners, including the Project Management Unit, Gender Expert, and Executing Entities.

Support the development of new climate information and early warning system (CIEWS) proposals to GCF or other funding sources.

Coordinate stakeholder and partner inputs during proposal development and refinement stages.
2. Implementation and Outreach

Participate in project workshops and support knowledge sharing.

Document lessons learned and best practices from the Timor-Leste project and apply these insights to future CIEWS programs globally.

Develop outreach and communication materials to share project achievements and foster engagement.
3. Monitoring and Oversight

Track project progress and support field missions for stakeholder engagement and data collection.

Provide advisory support to ensure project milestones are met and aligned with GCF investment criteria.

Assist in drafting work plans and monitoring strategies in response to country-specific needs.
4. Knowledge Management and Innovation

Conduct research on climate-related risks, baselines, and country vulnerabilities.

Promote innovation and learning in the development of early warning and climate information systems.
Impact of Role
The Programme Advisory Consultant will play a pivotal role in supporting the successful implementation and oversight of UNEP’s GCF-funded initiatives in Timor-Leste. The consultant’s contributions will enhance UNEP’s effectiveness as both an Executing Entity and Accredited Entity under GCF, helping to strengthen its position as a leader in climate adaptation and resilience programming.
Required Qualifications
Education

Advanced university degree in environmental sciences, climate policy, development studies, or a related field is preferred.
Experience

Proven experience in managing or advising on climate adaptation projects, preferably in early warning systems or related fields.

Demonstrated ability to engage with diverse stakeholders and partners in a multicultural setting.

Strong knowledge of GCF procedures and climate financing mechanisms is an asset.
Skills

Excellent analytical, writing, and coordination skills.

Ability to work independently in a remote environment.

Competency in research, monitoring, and policy review.
