About the Role

Democracy International (DI) is building a pool of short-term national experts to support the anticipated Strengthening Good Governance (GoGo) Programme in Kenya, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union, and implemented by GIZ.

These experts will provide research, policy advice, training, and digital tools to national and county-level government institutions and civil society organizations. Work modalities may include remote assignments, Nairobi-based engagements, or county-level travel.

Key Responsibilities

Programmatic

  • Conduct diagnostics and studies on anti-corruption, PFM, gender budgeting, and whistleblower protection.

  • Draft and revise governance policies, regulations, and operational guidelines.

  • Deliver in-person and virtual trainings, mentoring, and peer learning for government bodies and CSOs.

  • Design or pilot digital accountability tools (e.g., feedback apps, CMIS modules).

  • Advise county assemblies on implementing audit recommendations, climate finance, and AGPO reforms.

  • Participate in knowledge-sharing workshops and thematic communities of practice.

Administrative

  • Coordinate with DI’s Pool Manager on deliverables, timelines, and resources.

  • Prepare clear inception notes, workshop agendas, and final reports.

  • Maintain technical documents and transfer ownership to Kenyan counterparts.

Deliverables

  • Thematic papers, technical briefs, policy/legislative drafts.

  • Training curricula, facilitator manuals, ToT packages.

  • Workshop reports with demographic and feedback data.

  • Functional prototypes or digital tools with user documentation.

  • End-of-assignment summary report (max 2 pages).

Required Qualifications

  • Master’s degree in economics, ICT, public finance, law, political science, or a related field.

  • Minimum 10 years’ experience in Kenya’s governance sector.

  • At least 10 years of expertise in one of the following areas (clearly indicate):

    • Anti-Corruption

    • Public Financial Management (e.g., procurement, audit, climate finance)

    • Transparency & Accountability

    • Illicit Finance / AML-CFT & FATF compliance

  • Proven record in legislative drafting, digital governance, or institutional strengthening.

  • Excellent English (C2) and Kiswahili required; knowledge of other Kenyan languages is a plus.

  • Strong facilitation and stakeholder engagement skills.

  • Familiarity with GIZ, EU, or USAID reporting frameworks is preferred.

Reporting & Oversight

Experts will report to DI’s Nairobi-based Pool Manager and coordinate closely with DI’s Project Director, GIZ leads, and designated Kenyan partners.
