Gender Digital Gap Consultant

Background
UN Women, in collaboration with the Economic Commission for Africa (ECA), seeks a consultant to analyze and address the digital gender gap in Africa. This initiative focuses on women’s access to digital technologies, digital skills, and opportunities in the digital economy, contributing to women’s empowerment and inclusive economic development.
Key Responsibilities
Research and Analysis
- Conduct a literature review on existing studies related to the digital gender gap in Africa.
- Design a methodology for primary data collection, including surveys, interviews, and focus group discussions.
- Gather quantitative and qualitative data to assess disparities in access, digital literacy, and barriers faced by women.
- Identify and document successful case studies addressing the digital gender gap.
Data Reporting and Recommendations
- Analyze collected data to identify trends, challenges, and opportunities.
- Develop actionable, evidence-based recommendations for policy and program interventions.
- Produce high-quality deliverables, including a draft and final report incorporating stakeholder feedback.
Deliverables and Timeline
- Inception Report (by December 10, 2024):
- Outlines methodology and work plan.
- Draft Report (by January 25, 2025):
- Includes data analysis, case studies, and preliminary recommendations.
- Final Report (by February 20, 2025):
- Incorporates stakeholder feedback and presents conclusive findings and actionable recommendations.
Qualifications and Competencies
Education and Experience
- Master’s degree in gender studies, social sciences, economics, international development, or a related field (PhD is an asset).
- At least 10 years of experience in macroeconomics and gender studies.
- Proven expertise (minimum 7 years) in assessing the digital gender gap, developing policies, and conducting similar studies in West and Central Africa.
Skills
- Proven ability to produce high-quality reports for diverse audiences.
- Experience mapping successful initiatives and providing policy advice.
- Proficiency in both qualitative and quantitative research methods.
- Advanced analytical and writing skills.
Languages
- Fluency in English and French is mandatory.
- Knowledge of additional UN official languages is an asset.
