Organizational Context
The Office of Evaluation (OED) at FAO is conducting a thematic evaluation of the Programme Priority Area (PPA) on “Achieving Sustainable Urban Food Systems” under the FAO Strategic Framework 2022-31. The initiative empowers governments to reform urban and peri-urban agrifood systems, enhancing sustainability and equity.
This evaluation will cover 2020-24, aiming to provide insights for future strategic directions in urban food system transformation. It includes six to eight country case studies, with a final report scheduled for FAO’s Programme Committee in autumn 2025.
Key Responsibilities
- Document Review:
- Analyze relevant documents and activities based on expertise.
- Methodology Development:
- Assist in refining evaluation methodologies.
- Data Collection:
- Conduct interviews with FAO officers, government representatives, and stakeholders.
- Participate in evaluation missions to collect insights.
- Data Analysis:
- Synthesize findings into evidence-based conclusions.
- Reporting:
- Draft specific sections of the evaluation report.
- Contribute to deliverables and knowledge-sharing outputs.
Technical Areas of Focus
Experts are required in one or more of the following areas:
- Urban and territorial food systems planning and governance.
- Urban and peri-urban agriculture.
- Value chain development (production, distribution, supply).
- Nutrition in urban contexts.
- Circular bioeconomy and food waste management.
- Urban forestry and green space management.
- Ecosystem services and climate change adaptation in cities.
Minimum Qualifications
- Education:
- University degree in urban planning, food systems, geography, agricultural sciences, nutrition, sociology, economics, or evaluation.
- Experience:
- Minimum 10 years of relevant experience in evaluation or specialization areas.
- Languages:
- Proficiency in English (Level C). Knowledge of French, Spanish, Chinese, Russian, or Arabic is desirable.
