SI has worked in over 100 countries, including implementing USAID Haiti’s Evaluation and Survey Services Plus (ESS+) Activity to support evaluation and capacity-building efforts in Haiti.
Project Objective
The Improve Health Service Delivery (IHSD) – Integrated Health Resilience Activity mid-term evaluation aims to:
- Assess progress in health service delivery system strengthening.
- Identify successful tools and approaches for capacity building.
- Provide recommendations to refine and improve program implementation.
Position Overview
The Evaluation Specialist will play a critical role in ensuring the technical quality of the evaluation. They will oversee data collection methods, analysis, and reporting, ensuring compliance with USAID standards. The consultant will collaborate with the Team Leader, Subject Matter Expert, Localization & Capacity Building Specialist, Cost Effectiveness Specialist, local data collection firm, and other stakeholders.
Level of Effort: Approximately 48–60 days, including 18 days for field data collection and analysis.
Key Responsibilities
Evaluation Design and Implementation
- Collaborate with the Team Leader to plan and execute evaluation design, ensuring compliance with USAID requirements.
- Develop culturally and sectorally appropriate instruments for data collection.
- Oversee sampling design and selection.
- Ensure training of data collection teams to maintain high data reliability and validity.
Data Management and Analysis
- Develop protocols for data collection and management.
- Lead quantitative and qualitative data analysis to address evaluation objectives.
- Ensure data triangulation and consistency in analysis.
- Conduct secondary analysis of existing datasets where applicable.
Reporting and Deliverables
- Support drafting and finalization of all evaluation deliverables, including design documents, data collection tools, and final reports.
- Prepare findings for USAID and stakeholders, ensuring clarity and actionable insights.
Stakeholder Engagement and Collaboration
- Work with USAID, Government of Haiti counterparts, local organizations, and other partners to maintain strong relationships.
- Represent the evaluation team in meetings and discussions with USAID and local partners.
Qualifications
Required
- Experience:
- 10+ years in USAID M&E procedures and implementation.
- 5+ years in managing evaluations, assessments, and sampling design.
- Familiarity with USAID and/or PEPFAR M&E policies, including health service delivery.
- Technical Skills:
- Proficiency in designing and implementing evaluations and large-scale surveys.
- Expertise in qualitative and quantitative methods, data analysis, and use of analytic software.
- Experience with secondary data analysis and data triangulation.
- Education:
- Master’s degree in economics, statistics, mathematics, or a related field.
- Languages:
- Fluency in English and French. Haitian Creole is highly desirable.
- Interpersonal Skills:
- Excellent organizational and leadership skills.
- Strong interpersonal and communication skills for interacting with diverse stakeholders.
Preferred
- Familiarity with FP/RH and PEPFAR health projects.
- Experience in Haiti and working knowledge of local contexts.
