About the Position

Dexis seeks a part-time Independent Consultant to conduct monitoring of private sector projects within or adjacent to the education sector, including K-12, higher education, and technical/vocational education and training (TVET). This role will focus on evaluating child protection/safeguarding systems and gender-based violence and harassment (GBVH) prevention in these projects.

Responsibilities

Assessments

• Conduct preliminary assessments of child protection/safeguarding and GBVH risks for approximately 11-14 projects.
• Review written policies and procedures, including child protection/safeguarding, gender equity, and GBVH prevention and response systems.
• Analyze contextual risks at the country level, sector-specific risks, and project-specific risks.

Desktop Reviews

• Evaluate documents such as HR materials, training records, organizational charts, and incident summaries.
• Compare policies against international standards and best practices.

Site Visits

• Conduct 4-5 site visits, covering 6-8 projects, to:
  • Update assessments of risks and prevention systems.
  • Interview key personnel, including security and contractor management.
  • Review on-site documents, including grievance logs and training materials.
  • Identify local child-friendly service providers and experts.

Support and Recommendations

• Provide recommendations on policy development, capacity building, and identification of resources.
• Offer guidance on the implementation of safeguarding and GBVH prevention systems.

Environmental and Social Compliance

• Review environmental, social, and labor management practices.
• Assess compliance with Environmental and Social Action Plans or other related conditions.

Qualifications

Required

• Bachelor’s degree or equivalent in a related field.
• At least 7 years of experience in child protection, safeguarding, or prevention and response to sexual exploitation and abuse, preferably in education.
• Knowledge of ethical standards, trauma-informed, survivor-centered, and child-friendly approaches.
• Ability to obtain and maintain a Public Trust clearance.

Preferred

• Familiarity with international development finance institutions, multilateral development banks, or IFC Performance Standards.
