Role Overview

The DMEAL Quality Assurance Director leads strategy and quality enhancement across the entire program life cycle—assessment, design, implementation, monitoring, evaluation, accountability, and learning. You will ensure all Field Offices implement DMEAL (Design, Monitoring, Evaluation, Accountability and Learning) in alignment with World Vision’s global standards, including Transformational Development and Sponsorship integration frameworks. This role also supports the roll-out and quality assurance of the new “Our Impact Our Story” approach.

You will manage a global team of senior technical staff and collaborate on high-level initiatives that enhance program quality, business process efficiency, and measurable impact across World Vision’s portfolio.

Key Responsibilities

  • Develop and standardize DMEAL tools, guidance, and processes across country programs

  • Integrate sponsorship, sectoral, and grant requirements into global DMEAL quality frameworks

  • Oversee alignment of field practices with organizational frameworks including the new DMEAL framework and “Our Impact Our Story”

  • Lead quality assurance during program design and transition phases

  • Supervise and support a remote team of DMEAL specialists, including performance reviews and staff development

  • Provide capacity building and tailored technical assistance to field offices

  • Lead or support strategic initiatives such as LEAP framework revisions and sponsorship model enhancements

Required Qualifications

  • Advanced degree in international development, public policy, program quality, or related field

  • Minimum 10 years of experience in DMEAL, preferably in both field and support office contexts

  • Proven experience developing and implementing quality standards, assurance tools, and learning systems across multi-sector, large-scale programs

  • Strong knowledge of program design and impact measurement in international development

  • Excellent written and verbal communication skills in English

  • Willingness to travel internationally up to 25%, including to fragile settings

Preferred Qualifications

  • Familiarity with World Vision’s systems (LEAP, Horizon, IMPAQ)

  • Experience with integrating sponsorship, grant, and private funding into a unified program quality system

  • Understanding of Transformational Development and child well-being indicators

  • Experience managing global teams and delivering technical leadership remotely

  • Proficiency in French or Spanish is a strong asset

Working Conditions

  • Remote-based position; candidates must reside in one of the approved World Vision national offices (e.g. Kenya, Costa Rica, Honduras, Senegal, Zambia)

  • Travel: up to 25%, including to challenging environments
