Purpose of the Consultancy

WHO Europe is establishing a roster of consultants to support its Data and Digital Health (DDH) Programme. Selected experts will contribute to national and regional initiatives that enhance the integration and governance of digital health technologies across Member States, in alignment with the Regional Digital Health Action Plan 2023–2030.


Scope of Work

Consultants on the roster may be contracted to support specific areas, including:

  • Strategy, governance, policy, legislation, and financing related to digital health

  • Development and implementation of telehealth, eHealth, and clinical data systems

  • Cybersecurity and regulatory frameworks

  • Digital health literacy and public engagement

  • Interoperability and application of data standards

  • Ethics, equity, human rights, and inclusion in digital health

  • Use of digital tools in public health monitoring and emergency preparedness


Main Deliverables

Consultants may be tasked with one or more of the following, depending on their area of expertise:

a) Strategy and Governance

  • Conduct assessments and situational analyses using WHO tools

  • Support policy development and legislative reviews

  • Recommend governance models and strategic frameworks

  • Establish monitoring and evaluation systems

  • Disseminate findings and best practices

b) Technical Support for DDH Implementation

  • Provide guidance on implementing digital applications (e.g., EHR, telemedicine)

  • Advise on cybersecurity, interoperability, and data privacy

  • Recommend technical standards and operational frameworks

  • Support national integration and scale-up of digital systems

c) Capacity Building

  • Develop and deliver training and awareness programs

  • Strengthen country capacity for digital health literacy

  • Organize workshops for decision-makers and technical staff

d) Stakeholder Engagement

  • Facilitate multi-country collaboration and knowledge exchange

  • Coordinate events and partnerships with government and private sector

  • Promote best practices and align partner support with national strategies


Required Qualifications

Education

  • Essential: First university degree in computer science, data science, digital health, public health, law, or medical informatics

  • Desirable: Additional training or postgraduate degree in a related field

Experience

  • Essential: Minimum of five years of national and international experience in digital health programs, including policy and implementation

  • Desirable: Experience with large-scale health system transformations, stakeholder engagement, or WHO tools and frameworks

Skills and Knowledge

  • Knowledge of digital health transformation, data governance, and enterprise architecture

  • Understanding of international health standards and legal frameworks

  • Familiarity with cybersecurity, health IT systems, and interoperability

  • Strong communication, stakeholder management, and writing skills

Languages

  • Essential: Expert knowledge of English

  • Desirable: Working knowledge of Russian


Contract Conditions

  • Work Location: Primarily remote; travel may be required depending on the project

  • Remuneration: Determined based on expertise, assignment scope, and WHO consultant pay bands

  • Travel: Covered separately if applicable
