Objectives of the Consultancy

Under the framework of the UN Gender Equality Acceleration Plan (GEAP), the Consultant will support the development of Country Gender Equality Profiles (CGEPs). These profiles are key to guiding UN Country Teams in understanding power dynamics, systemic barriers, and progress toward gender equality. The consultancy aims to produce high-quality, standardized gender analysis and recommendations that support strategic planning and operationalization of UN Sustainable Development Cooperation Frameworks (UNSDCFs) and Humanitarian Response Plans (HRPs).

Scope of Work and Responsibilities

Deliverables:

  1. Inception Report and Methodology Outline

    • Review key resources

    • Draft annotated outline and stakeholder mapping

    • Define a framework for gender-power analysis

  2. Country Context and Analytical Report

    • Conduct analysis of socio-economic and governance context

    • Analyze normative, legal and institutional frameworks

    • Conduct stakeholder and civil society mapping

    • Identify key findings and provide draft recommendations

  3. Presentation of Draft Findings

    • Deliver presentations to UN Country Teams and stakeholders for feedback and validation

  4. Statistical Annex and Visualization Proposals

    • Draft visualizations and statistical annex for review

  5. Finalization of CGEP

    • Integrate feedback and deliver final documents and presentation

Required Qualifications

  • Education:

    • Master’s degree in Gender Studies, International Development, Political Science, Human Rights Law, Data/Statistics, or related fields

    • A Bachelor’s degree with two additional years of experience may be accepted in lieu of a Master’s degree

  • Experience:

    • Minimum 7 years of relevant experience in gender-focused research, analysis, and report writing

    • Proven track record of applying UN normative frameworks to research and policy analysis

    • Experience drafting UN or government-targeted reports

    • Experience in Asia-Pacific is a plus

  • Skills:

    • Strong analytical, research and facilitation skills

    • Familiarity with gender statistics and data visualization

    • Excellent written and verbal communication skills in English

Contract Terms

  • Type: Retainer consultancy

  • Maximum Duration: 3 years (200 working days total)

  • Work Mode: Remote/Home-based

  • Travel: May be required and will be arranged per UN Women policy
