Role Purpose

The Child and Youth Senior Adviser provides strategic leadership on child and youth protection—including adolescent protection—across the South Asia and Pacific region. This role strengthens technical capacity in Field Offices, supports program design and implementation, and ensures World Vision’s regional positioning as a leader in child and youth protection.

The Adviser will guide Field Offices to deliver high-quality programming, foster youth participation platforms, pilot innovative approaches, and represent World Vision in regional forums and partnerships.

Key Responsibilities

Strategic Advisory and Capacity Building

  • Advise Field Offices on design, implementation, monitoring, and evaluation of child and youth protection initiatives in alignment with Our Promise 3.

  • Build staff capacity to integrate child and youth protection into programs, including emerging initiatives such as Integrated Program Framework and Sponsorship Foundational Programme.

  • Provide technical guidance to improve quality, scale, and impact of child and youth protection interventions.

  • Champion innovative practices, tools, and technologies to respond to emerging risks and evolving adolescent needs.

Youth Engagement and Innovation

  • Strengthen youth-led platforms for advocacy and meaningful participation.

  • Pilot innovation labs and digital platforms to co-create solutions with youth on issues such as mental health, online safety, and employment readiness.

  • Introduce emerging technologies (e.g., apps, SMS platforms, social media campaigns) to enhance youth participation.

  • Establish mechanisms to capture youth perspectives and feed them into program adaptation.

Representation and External Engagement

  • Represent World Vision South Asia & Pacific in regional forums such as UNICEF, ASEAN, SACG, and Joining Forces.

  • Build and maintain partnerships with civil society organizations, networks, and coalitions to amplify the voices of vulnerable children.

  • Contribute to advocacy initiatives and raise the region’s technical profile in child and youth protection.

Community of Practice and Knowledge Management

  • Lead the Regional Community of Practice on child and youth protection and participation.

  • Guide Field Offices on applying Child Protection Minimum Requirements and related standards.

  • Capture lessons learned, promising practices, and research to strengthen evidence-based programming.

  • Facilitate collaboration across sectors, including Gender Equality, Disability and Social Inclusion, Sponsorship, and Urban Programming.

Research, Advocacy, and Grant Support

  • Support advocacy and grants teams with concept notes, proposals, and donor engagement materials.

  • Improve the regional evidence base through research, data utilization, and knowledge sharing.

  • Provide overall technical leadership and guidance to regional and Field Office colleagues.

Qualifications

Required:

  • Master’s degree in Social Work, International Development, Child Development, or related field.

  • Minimum 7 years of technical expertise in child and youth protection, including issues such as child marriage, trafficking, and participation.

  • At least 5 years of project management experience with international NGOs.

  • Demonstrated experience working and living in the Asia-Pacific region.

  • Strong technical, analytical, and leadership skills, with proven ability to build capacity and foster collaboration.

Preferred:

  • Strong networking, external engagement, and donor relations skills.

  • Experience leading task forces, communities of practice, or technical coalitions.

  • Knowledge of safeguarding risks, global child protection strategies, and relevant international legal conventions.

  • Strong proposal writing and technical documentation skills.

  • Proficiency in Microsoft Suite, Excel, databases, and statistical tools.

  • Flexibility and adaptability in dynamic contexts.
