Role Overview

The Business Development Specialist II, Pricer plays a key role in helping CRS secure new institutional funding. The position focuses on the development of cost proposals, providing strategic pricing guidance, and ensuring that budgets are compliant, competitive, and responsive to donor requirements. This role collaborates with proposal teams, partners, and finance staff to integrate cost inputs and build strong, donor-ready submissions.

Key Responsibilities

  • Serve as budget lead and pricer on proposal teams, integrating cost inputs into responsive, detailed, and competitive budgets and narratives.

  • Provide technical expertise on pricing strategy and cost structures for proposals to institutional donors, multilaterals, foundations, corporations, and NGOs.

  • Develop and review proposal budgets, budget narratives, and cost-related sections to ensure compliance with donor requirements and CRS standards.

  • Create and adapt budget templates in line with donor guidelines and CRS practices.

  • Support partner organizations during the proposal process, including budget development, assumptions, negotiations, and compliance.

  • Lead cost data collection and analysis to inform accurate pricing and budgeting.

  • Contribute to continuous improvement efforts by developing tools, templates, and training modules for cost application processes.

  • Train and mentor staff to strengthen skills in cost proposal development and pricing strategy.

  • Support strategic positioning and partnership negotiations to secure a competitive role for CRS in consortia.

  • Actively contribute to CRS’s Business Development Community of Practice and related strategic initiatives.

Qualifications

Basic Requirements

  • Bachelor’s degree in international development, finance, economics, or a related field.

  • Minimum 8 years of proposal development and/or budgeting experience.

  • At least 3 years’ experience in multicultural and/or multilingual work environments.

  • Experience in preparing cost proposals for corporations, foundations, and institutional donors.

  • Strong Microsoft Excel skills and ability to manage complex budget spreadsheets.

  • Fluency in English; working knowledge of French or Spanish preferred.

Preferred Qualifications

  • Master’s degree in international development, finance, or related field.

  • At least 3 years of field experience in a developing country.

  • Experience producing competitive cost applications for donors such as World Bank, FCDO, EU, and USG.

  • Demonstrated success in managing proposal teams under tight deadlines.

  • Experience delivering cost-related training sessions, using adult learning approaches.

  • Familiarity with contracting mechanisms such as fixed-price contracts and fully loaded rate structures.

Skills and Abilities

  • Strong organizational, analytical, and problem-solving skills with a strategic mindset.

  • Ability to communicate budget elements clearly in writing and verbally.

  • Excellent negotiation and relationship management skills with partners, donors, and stakeholders.

  • Capacity to manage multiple priorities in a fast-paced environment.

  • Proficiency with MS Office Suite, information management systems, and AI-based tools.

  • Knowledge of CRS programs, Catholic Social Teaching principles, and justice agenda is a plus.

Travel

  • Willingness to travel up to 35% of the time.
