About ITU

The International Telecommunication Union (ITU) is the leading United Nations agency for information and communication technologies (ICTs). ITU works to connect the world by managing the global radio-frequency spectrum, supporting infrastructure development in developing countries, and creating international standards that ensure global interoperability of communication systems.

Within ITU, the Telecommunication Development Bureau (BDT) coordinates technical cooperation and policy work aimed at promoting digital inclusion and accelerating digital transformation at global, regional, and country levels.

Purpose of the Consultancy

The roster aims to identify experienced consultants who can support the Innovation and Entrepreneurship Alliance for Digital Development, an initiative that accelerates digital transformation and innovation ecosystems across ITU-D member states. Selected consultants will contribute to one or more of the five strategic objectives:

  • Trends research and readiness

  • Open technology innovation

  • Entrepreneurship and SMEs growth

  • Policy experimentation

  • Ecosystem initiatives acceleration

Assignments and deliverables will be defined under individual Terms of Reference.

Responsibilities

Consultants may be asked to contribute to:

  • Analytical research and trend studies

  • Readiness assessments and gap analyses

  • Policy briefs, guidelines, and roadmaps

  • Thematic playbooks and country case studies

  • Strategic blueprints and conceptual frameworks

  • Capacity development content and stakeholder engagement initiatives

Assignments will vary depending on ITU’s programmatic needs.

Required Qualifications

Education

  • University degree or equivalent diploma in fields related to BDT’s work (ICTs, digital policy, development, entrepreneurship, etc.).

  • An advanced degree is an asset.

Experience

  • At least 1 year of relevant professional experience in any of the following: digital innovation, entrepreneurship, ICT policy, digital transformation, ecosystem development.

  • Prior experience with research, frameworks, or strategy documents is an advantage.

Languages

  • Proficiency in one of ITU’s official languages (Arabic, Chinese, English, French, Russian, Spanish) is required.

  • Knowledge of a second UN language is considered an asset.

  • Strategic thinking and systems analysis

  • Research, data analysis, and synthesis of findings

  • Innovation and human-centered design approaches

  • Clear and effective communication

  • Collaborative and inclusive work ethic
