About the Opportunity

Democracy International (DI) is seeking experienced Analytical Experts to support organizational assessments and thematic studies for the Multilateral Organisation Performance Assessment Network (MOPAN). This consultancy role will contribute to evaluating multilateral development institutions using the updated MOPAN 4 methodology, in coordination with the OECD-hosted MOPAN Secretariat.

Key Responsibilities

  • Apply the MOPAN 4 indicator framework to assess multilateral agency performance (strategy, results, governance, effectiveness).

  • Conduct document reviews, data triangulation, coding, and structured analysis.

  • Draft technical annexes and institutional assessment reports (IARs).

  • Participate in thematic or cross-cutting analytical studies and synthesis reports.

  • Contribute to inception reports, background analyses, stakeholder maps, and findings discussions.

  • Collaborate with team leaders, project managers, and MOPAN Secretariat to ensure methodological consistency.

  • Address feedback from QA reviewers and partner organizations.

Deliverables May Include

  • Inception reports

  • Technical annexes (evidence tables, MI ratings)

  • Institutional assessment reports (performance narratives)

  • Analytical or thematic study reports (drafts and final versions)

  • Internal learning documents and reflection notes

Required Qualifications

  • 5–10 years of experience in or with multilateral organizations in development/humanitarian sectors

  • Proven experience in evaluations, performance assessments, or thematic research

  • Deep understanding of international development and multilateral system frameworks

  • Strong qualitative and mixed-method analysis skills

  • Excellent analytical writing and reporting skills in English

  • Experience working with indicators or performance frameworks

  • Strong team collaboration skills, including remote teams

  • Familiarity with institutions like UN agencies, IFIs, global funds

Preferred Qualifications

  • Familiarity with MOPAN 4 or MOPAN 3.1 methodologies

  • Expertise in governance, partnerships, funding modalities, M&E systems, or organizational change

  • Experience conducting synthesis/meta-evaluation reports

  • Proficiency in French, Spanish, or another UN language
