Introduction

UN Women is seeking a qualified Financial Management Consultant to support its Financial Management Services (FMS) section in strengthening accounting operations, ensuring IPSAS compliance, and driving financial process optimization. This role offers an opportunity to contribute to global financial integrity and transparency while supporting UN Women’s mission of gender equality and women’s empowerment.

About the Organization

UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, works to eliminate discrimination against women and girls and to promote equality as partners in development, peace, and human rights.
The Financial Management Services (FMS) section leads UN Women’s global financial operations, overseeing accounting, reporting, and financial systems management across headquarters, regional, and country offices. FMS ensures adherence to International Public Sector Accounting Standards (IPSAS) and the organization’s Financial Rules and Regulations, safeguarding financial accountability and transparency.

Key Responsibilities

1. General Ledger (GL) Account Reconciliation

  • Reconcile and clean up select GL accounts, ensuring accuracy and completeness.

  • Perform trend analyses to identify and resolve anomalies.

  • Prepare organized working papers documenting reconciliation results.

  • Provide guidance to offices on GL account usage and correction processes.

2. Accounts Closing Procedures

  • Coordinate certification exercises for financial processes and review submissions.

  • Manage a SharePoint site for closure documentation and certification requirements.

  • Support financial performance meetings by preparing reports and tracking outcomes.

  • Monitor corporate progress on account closure tasks and enhance closure procedures.

3. Implementation of New Accounting Standards

  • Support adoption of IPSAS 47 (Revenue), IPSAS 43 (Leases), and IPSAS 48 (Transfer Expenses).

  • Develop opening balances, working papers, and note disclosures for financial statements.

  • Draft standard operating procedures (SOPs) for new accounting processes.

  • Test Quantum (Oracle ERP) functionalities for IPSAS compliance.

4. Transaction Approval and Oversight

  • Review and approve transactions in Quantum, including journal entries and contracts, in line with delegated authority.

5. Business Process Optimization

  • Contribute to developing performance dashboards and financial monitoring tools.

  • Test and document results for new reports and management tools.

  • Support the creation of policies, guidance, and training materials for improved operational efficiency.

  • Assist in rolling out process improvement initiatives across UN Women offices.

6. Other Duties

  • Support additional financial management and reporting tasks as assigned by the supervisor.

Required Qualifications

Education:

  • Master’s degree in Accounting, Business Administration, Public Administration, or a related field required.

  • A first-level degree combined with a professional certification (CPA or ACCA) may be accepted in lieu of a master’s degree.

Experience:

  • Minimum 2 years of experience in accounting, financial management, reporting, or business process improvement.

  • Experience applying IPSAS or IFRS accounting standards strongly preferred.

  • Experience with Oracle ERP or similar systems desirable.

  • Experience developing dashboards, policies, or SOPs is an asset.

  • Familiarity with automation and AI tools for process optimization is a strong advantage.

Languages:

  • Fluency in English required.

  • Knowledge of French, Spanish, or another UN language is an asset.
